Request types

Edit the EDFlow request catalogue: enable, reorder and customise request types, routes and pools, FYI-only types, care-flag rules, service-level targets, and the locked I feel worse request.

The request catalogue decides which tiles patients see, where each request goes and how fast it escalates.

Request types: the catalogue patients choose from, with routing, limits and locked safety types.
